Purpose

Establishment of the State University and Community College System of Tennessee.

Definitions

Institution(s) - All Tennessee Board of Regents Universities, Community Colleges, Colleges of Applied Technology, or System Office as appropriate.

Chief Executive - The President or Director of the institution, or Chancellor as applicable.

Policy/Guideline

  1. Establishment of System
    1. T.C.A. § 49-8-101 (1972) as revised, authorized establishment of the State University and Community College System of Tennessee.
      1. The elements of the System included the state universities and state community colleges (which had been under the State Board of Education), the Board of Regents, and the Chancellor.
      2. The new system of governance became effective on July 1, 1972.
  2. Transfer of Governance
    1. T.C.A. § 49-11-402 (1983) as revised, transferred the governance of the state technical institutes and area vocational-technical schools (now referred to as Tennessee Colleges of Applied Technology) from the State Board of Education (State Board of Vocational Education) to the State Board of Regents.
      1. The transfer became effective on July 1, 1983.
      2. In 1994, the legislature changed the names of the area vocational technical schools to state technology centers.
      3. In 2013, the legislature changed the name of the state technology centers to Tennessee College of Applied Technology.
  3. Coordination of System
    1. The Board of Regents and the Board of Trustees of The University of Tennessee System are coordinated by the Tennessee Higher Education Commission.
    2. The Tennessee Higher Education Commission was created by the General Assembly in 1967 in order to achieve better coordination and unity in the programs of public higher education in Tennessee.
